ADVERTISEMENT FOR BIDS

Sealed  proposals  will  be  received  by the Townships of Harborcreek, Greene, North East, Millcreek, Greenfield, Amity and Venango, Erie County,  at the Harborcreek Township municipal building  located at 5601 Buffalo Road, Harborcreek, PA  16421 until 9:00 a.m. and will be publicly  opened  and  read  aloud  on Friday, May 1, 2015 for the 2015 Bituminous Seal Coat Project, which includes the application of a single bituminous seal coat, polymer modified on various Township roads in Harborcreek, Greene, North East, Millcreek, Greenfield, Amity and Venango Townships.   The bituminous seal coat must be completed in a single pass (full width) without a longitudinal joint or seam. Proposals must be upon forms furnished by the Township.  Bid specifications and bid forms for each project may be obtained for a  nonrefundable fee  of $25.00  each  from Harborcreek Township or by calling (814) 899-3171.   Materials must be PennDOT approved.  Bids must be accompanied by a certified check or bid bond in the amount of 10% of the bid  made payable to Harborcreek Township.  The Township reserves the right to reject any and all bids.

INVITATION FOR BIDS

Sealed proposals will be received by Harborcreek Township, Millcreek Township, and Fairview Township, at the Harborcreek Township Municipal Building, 5601 Buffalo Road, Harborcreek, Pennsylvania  16421, until Friday, April 10, 2015 at 4:30 p.m.  These proposals will be opened and reviewed thereafter.  An award will be announced at the respective Township meetings held the week of May 4-7, 2015 at the respective Township municipal buildings, with the Millcreek Township meeting on Tuesday, May 5, 2015 at 9:30 a.m. at 3608 West 26th Street, Erie, PA  16506, the Harborcreek Township meeting on Wednesday, May 6, 2015 at 9:00 a.m. at 5601 Buffalo Road, Harborcreek, PA   16421, and the Fairview Township meeting on May 7, 2015 at 9:00 a.m. at 7471 McCray Road, Fairview, PA  16415.  Interested bidders may obtain a bid package by contacting the Harborcreek Township at the address referenced above or by telephone, (814) 899-3171.  The bid package includes this solicitation, Bid Instructions, the Proposal Form, and a Specimen Contract For The Services To Be Provided.

All bids received in a timely fashion will be opened and reviewed as indicated.  Award of the contract may or may not take place at the meeting indicated above insofar as  THE TOWNSHIP SPECIFICALLY RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS RECEIVED.

The Proposals must be in the form provided by the Township and sealed in an envelope marked with “Proposal For UCC Services”.

 

ZONING

A Cobblestone Hotel Land Development was granted final approval on January 21, 2015.  The 11,000 sq. ft. 2 story with 44 hotel rooms will begin construction this Spring.  The hotel will be located at 4995 Station Road.

A new Giant Eagle GetGo Convenience Store/Cafe and Fuel Pumps Land Development was granted final approval on January 21, 2015. The location will be on the corner of Station Road and Knowledge Parkway.  Anticipated construction will be this Spring.

A new Dunkin Donuts Land Development was granted final approval on September 2014. The 1,834 sq. ft. building will be located at 3918 Buffalo Road. Construction is scheduled to begin in April 2015.

Stan's Garden Center Land Development, will consist of a new westerly driveway which will align with the traffic light at Buffalo and Walbridge Road, parking improvements, stormwater management facility, landscaping and sidewalk installation.  Stan's Garden Center was granted final approval on September 18, 2013.

Knowledge Park Building #7, further known as Advanced Manufacturing & Innovation Center, a 2 story building which will house educational and offices along the south side of Technology Drive was granted final approval on October 16, 2013.

We are proud to participate in the "Retire Your Old Glory" program to retire United States of America flags in a dignified and respectful manner.

A "Retire Your Old Glory" bin is located in the back entrance to the Harborcreek Township building and is available during normal business hours.

Harborcreek Township Parks Department has recently completed refurbishing the existing walking trails behind the township building, adjacent to Municipal Drive heading towards Community Park. See the photos here.

PARKS

The Department of Environmental Protection (DEP) has awarded more than $750,000 in annual coastal zone management grants to organizations dedicated to protecting and preserving Pennsylvania’s coastal zones along Lake Erie and the Delaware Estuary.

Harborcreek Township will receive $35,500 of this grant to develop a master site plan for the newly acquired Shorewood Park.

Harborcreek Township recently acquired 1.56 acres of land adjacent to Shorewood Park along Lake Erie.  The township has been attempting to acquire the property for several years and in September 2011 was awarded 80% of the appraised value of the land ($357,000.00) from the National Scenic Byways Project – with Harborcreek Township responsible for the additional 20%.  While there is certainly limited Lake Erie Shoreline left in Erie County, Harborcreek Township Supervisors agreed to go forward with the purchase of the property to add to the Parks Department inventory.  While final details of the property acquisition were underway, Supervisors applied for an additional grant through the PA Department of Conservation and Natural Resources – Bureau of Recreation and Conservation (DCNR) to supplement the balance to complete closing.  To the delight of the Harborcreek Supervisors in December of 2013, DCNR awarded additional funds in the amount of $88,000.00 to Harborcreek Township.  In essence, the complete acquisition of land along Lake Erie was completely funded through grants – with no direct costs to Harborcreek residents.

It is the intention of the Harborcreek Parks Department to make general cleanup of the newly acquired property this Summer and make it usable to township residents.  In addition, the township plans to continue look for possible grant and funding opportunities to create a Master Site Plan for the future development of Shorewood Park.  In the meantime, please enjoy a new addition to the Harborcreek Parks System.
