ADVERTISEMENT FOR BID ADDENDUM NO. 1 FOR HARBORCREEK TOWNSHIP

SHADES BEACH REHABILITATION AND

NOTICE OF DATE CHANGE FOR BID OPENING

Notice is hereby given that the deadline for receiving sealed bids, including Bid Addendum No. 1, by Harborcreek Township, Erie County, Pennsylvania for the Shades Beach Rehabilitation Project will be until 9:00 AM prevailing time May 14, 2014 at which time the Bids will be publicly opened and read aloud. The Shades Beach Rehabilitation Project includes all labor and material required for the partial removal and off-site disposal of the existing offshore breakwater and the reconstruction of the breakwater. The project also includes basin dredging, new floating dockage, and ancillary salvaging and removal items.

Bids are to be mailed or delivered to Harborcreek Township, ATTN: Dean Pepicello, Harborcreek Township Municipal Complex, 5601 Buffalo Road, Harborcreek, PA 16501, and shall be marked “Sealed Bid – Shades Beach Rehabilitation.”

The complete set of Bid Documents and/or Bid addendum No. 1 may be obtained on or after May 2, 2014 by contacting Prints & More. ORDINANCE OF THE TOWNSHIP OF HARBORCREEK AUTHORIZING EXECUTION OF A CABLE FRANCHISE AGREEMENT BETWEEN THE TOWNSHIP AND ERIE TECOMMUNICATIONS, INC. D/B/A TIME WARNER CABLE

A copy of the full text of the ordinance may be examined at the address set forth above, during normal business hours from 8:00 a.m. to 4:30 p.m., Monday through Friday at the Harborcreek Municipal Building.

ADVERTISEMENT FOR BIDS

The Supervisors of Harborcreek Township, Erie County, Pennsylvania will receive bids for the Harborcreek Township 2014 Paving Project No. 2 until 9:00 A.M., prevailing time, on Wednesday, May 7, 2014, at the Harborcreek Township Municipal Building, 5601 Buffalo Road, Harborcreek, PA 16421, at which time and place all bids will be publicly opened and read aloud. The proposed work will consist of the milling and asphalt paving of approximately 5,395 feet of two lane roadway on Cooper Road (East), Susan Drive and Frazier Street. Asphalt paving must be completed in a single pass (full width) without a longitudinal joint or seam.

Contract documents, including drawings and technical specifications, may be reviewed at the office of the Harborcreek Township Supervisors. Copies of the contract documents may be obtained by submitting a non-refundable deposit of $25.00 to Harborcreek Township for each set of contract documents so obtained or by calling (814) 899-3171. Addenda, if any, will be issued to only those persons whose name and address are on record with the Owner as having obtained the contract documents.

A Bid Bond in an amount equal to ten percent (10%) of the total of the bid shall be submitted with each bid. A bid submitted without a Bid Bond will be rejected.

The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.

Bids may be held by the Owner for a period not to exceed 60 days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.

PARKS

Harborcreek Township recently acquired 1.56 acres of land adjacent to Shorewood Park along Lake Erie.  The township has been attempting to acquire the property for several years and in September 2011 was awarded 80% of the appraised value of the land ($357,000.00) from the National Scenic Byways Project – with Harborcreek Township responsible for the additional 20%.  While there is certainly limited Lake Erie Shoreline left in Erie County, Harborcreek Township Supervisors agreed to go forward with the purchase of the property to add to the Parks Department inventory.  While final details of the property acquisition were underway, Supervisors applied for an additional grant through the PA Department of Conservation and Natural Resources – Bureau of Recreation and Conservation (DCNR) to supplement the balance to complete closing.  To the delight of the Harborcreek Supervisors in December of 2013, DCNR awarded additional funds in the amount of $88,000.00 to Harborcreek Township.  In essence, the complete acquisition of land along Lake Erie was completely funded through grants – with no direct costs to Harborcreek residents.

It is the intention of the Harborcreek Parks Department to make general cleanup of the newly acquired property this Summer and make it usable to township residents.  In addition, the township plans to continue look for possible grant and funding opportunities to create a Master Site Plan for the future development of Shorewood Park.  In the meantime, please enjoy a new addition to the Harborcreek Parks System.

Harborcreek Township announces we are proud to participate in the "Retire Your Old Glory" program to retire United States of America flags in a dignified and respectful manner.

A "Retire Your Old Glory" bin is located in the back entrance to the Harborcreek Township building and is available during normal business hours.

Stan's Garden Center Land Development, will consist of a new westerly driveway which will align with the traffic light at Buffalo and Walbridge Road, parking improvements, stormwater management facility, landscaping and sidewalk installation.  Stan's Garden Center was granted final approval on September 18, 2013.

Knowledge Park Building #7, further known as Advanced Manufacturing & Innovation Center, a 2 story building which will house educational and offices along the south side of Technology Drive was granted final approval on October 16, 2013.

A new Niagara Car Wash land development was granted final approval on March 20, 2013.    This new two bay automatic car was will be located at 4076 Buffalo Road and is expected to open by end of December 2013.

The New Giant Eagle Plaza has been granted final approval for a new 12,165 sq. ft. building which will include a Panera Bread Restaurant and 4 additional retail unitson property that presently holds an oil change business east of Taco Bell.  Construction began in Spring 2013. Game Stop and Great Clips are open to the public.  Panera Bread is expected to open by the end of December 2013.  Verizon is expected to open soon.

Hudson Lofts
A new 4 story, 57 unit student housing land development plan has been granted final approval on July 17, 2013. The housing development will be located at 5720 Station Road, approximately 650 feet north of Knowledge Parkway. Construction is scheduled to begin in July and anticipated to be completed at the end of June 2014.

A new Dusckas-Taylor Funeral Home land development plan was granted final approval on March 20, 2013.  The 11,264 sq. ft. home will be located at 5151 Buffalo Road and shall include a new crematory and garage.  Construction is scheduled to begin early summer of 2013.  The Dusckas-Taylor Funeral Home located in Wesleyville will remain open.

Arneman Place, a 50 unit multi-family housing development was granted final approval on June 20, 2012.  This development will be located on a new road called Arneman Court extendeding south of Iroquois Ave. just east of Nage Road.  Construction of the new road is presently underway with the housing development to begin thereafter.
