PUBLIC NOTICE

Notice to Bidders:

Harborcreek Township Supervisors will receive sealed bids for the restoration work of the Blanchfield House located on 5661 Buffalo Road, Harborcreek Township, Pennsylvania 16421. 

Construction will be a single prime contract to include General Construction, site work, plumbing, electrical, heating, ventilation and air conditioning construction.

Project is subject to Pennsylvania Prevailing Wage Act which is made part of the contract requirements. 

Sealed bids will be received on August 17, 2016 until 3:00 p.m. prevailing time and opened and read aloud at the Township’s public meeting at 6:00 p.m. prevailing time on the same date at a regularly scheduled meeting of the Board of Supervisors in the Township’s Board Room 5601 Buffalo Road, Harborcreek, Pennsylvania 16421.

Sealed bids shall be accompanied by a Bid Security consisting of a Bid Bond, Certified Check or cash in the amount equal to 10 percent of the bid amount. 

The owners reserve the right to reject all bids.  Bids received after 3:00 p.m. will be considered non-responsive and will be returned to bidder.

ADVERTISEMENT FOR BIDS

The Harborcreek Township Supervisors, Erie County, Pennsylvania will receive bids for the Malbet Place Bridge Rehabilitation Project until 2:00 P.M., prevailing time, on Tuesday, June 14, 2016, at  the  Harborcreek Township  Municipal Building, 5601 Buffalo Road, Harborcreek, PA  16421, at which time and place all bids will be publicly opened and read aloud.  The project will generally consist of the removal and replacement of the existing bridge steel beam superstructure and timber deck  as well as the installation of  bridge railing and general restoration activities.

Contract  documents, including drawings  and  technical  specifications, may be reviewed at the office of Harborcreek Township (telephone: 814-899-3171).   Copies of the contract  documents  may be obtained for a non-refundable  deposit  of $50.00  from Mark J. Corey & Associates, P.O. Box 268, Harborcreek, PA  16421 for each set of contract documents so obtained or by calling (814) 897-3180.  Addenda, if any, will be issued to only those persons whose name and address are on record with the Owner as having obtained the contract documents.

A Bid Bond in an amount equal to ten percent (10%) of the total of the bid shall be submitted with each bid.  A bid submitted without a Bid Bond will be rejected.

The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.

The Supervisors of Harborcreek Township, Erie County, Pennsylvania will receive bids for the Harborcreek Township 2016 Paving Project No. 2 until 6:00 P.M., prevailing time, on Wednesday, June 15, 2016, at the Harborcreek Township Municipal Building, 5601 Buffalo Road, Harborcreek, PA  16421, at which time and place all bids will be publicly opened and read aloud.  The proposed work will consist of the milling and asphalt paving of approximately 4,530 feet of two lane roadway on Irvine Drive and Parkside Drive (south).  Asphalt paving must be completed in a single pass (full width) without a longitudinal joint or seam.

Contract  documents, including drawings  and  technical  specifications, may be reviewed at the office of the Harborcreek Township Supervisors.  Copies of the contract documents may be obtained by submitting a non-refundable  deposit  of $25.00  to Harborcreek Township for each set of contract documents so obtained or by calling (814) 899-3171.  Addenda, if any, will be issued to only those persons whose name and address are on record with the Owner as having obtained the contract documents.

A new Country Fair Convenience Store and Fuel Pumps Land Development was granted final approval on January 20, 2016.  The new 5,659 sq. ft. store will be located at 5896 Station Road.

A Cobblestone Hotel Land Development was granted final approval on January 21, 2015.  The 11,000 sq. ft. 2 story with 44 hotel rooms will has begun construction.  The hotel will be located at 4995 Station Road.

Stan's Garden Center Land Development, will consist of a new westerly driveway which will align with the traffic light at Buffalo and Walbridge Road, parking improvements, stormwater management facility, landscaping and sidewalk installation.  Stan's Garden Center was granted final approval on September 18, 2013.

Harborcreek Township recently acquired 1.56 acres of land adjacent to Shorewood Park along Lake Erie.  The township has been attempting to acquire the property for several years and in September 2011 was awarded 80% of the appraised value of the land ($357,000.00) from the National Scenic Byways Project – with Harborcreek Township responsible for the additional 20%.  While there is certainly limited Lake Erie Shoreline left in Erie County, Harborcreek Township Supervisors agreed to go forward with the purchase of the property to add to the Parks Department inventory.  While final details of the property acquisition were underway, Supervisors applied for an additional grant through the PA Department of Conservation and Natural Resources – Bureau of Recreation and Conservation (DCNR) to supplement the balance to complete closing.  To the delight of the Harborcreek Supervisors in December of 2013, DCNR awarded additional funds in the amount of $88,000.00 to Harborcreek Township.  In essence, the complete acquisition of land along Lake Erie was completely funded through grants – with no direct costs to Harborcreek residents.

It is the intention of the Harborcreek Parks Department to make general cleanup of the newly acquired property this Summer and make it usable to township residents.  In addition, the township plans to continue look for possible grant and funding opportunities to create a Master Site Plan for the future development of Shorewood Park.  In the meantime, please enjoy a new addition to the Harborcreek Parks System.

The Department of Environmental Protection (DEP) has awarded more than $750,000 in annual coastal zone management grants to organizations dedicated to protecting and preserving Pennsylvania’s coastal zones along Lake Erie and the Delaware Estuary.

Harborcreek Township will receive $35,500 of this grant to develop a master site plan for the newly acquired Shorewood Park.
