The Supervisors of Harborcreek Township, Erie County, Pennsylvania will receive bids for the Harborcreek Township 2017 Paving Project No. 1 until 9:00 A.M., prevailing time, on Wednesday, May 3, 2017, at the Harborcreek Township Municipal Building, 5601 Buffalo Road, Harborcreek, PA  16421, at which time and place all bids will be publicly opened and read aloud.  The proposed work will consist of the milling and asphalt paving of approximately 8,340 feet of two lane roadway on Hannon Road and Old Hannon Road.  Asphalt paving must be completed in a single pass (full width) without a longitudinal joint or seam when feasible.

Contract  documents, including drawings  and  technical  specifications, may be reviewed at the office of the Harborcreek Township Supervisors.  Copies of the contract documents may be obtained by submitting a non-refundable  deposit  of $25.00  to Harborcreek Township for each set of contract documents so obtained or by calling (814) 899-3171.  Addenda, if any, will be issued to only those persons whose name and address are on record with the Owner as having obtained the contract documents.

A Bid Bond in an amount equal to ten percent (10%) of the total of the bid shall be submitted with each bid.  A bid submitted without a Bid Bond will be rejected.

The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.

Bids may be held by the Owner for a period not to exceed 60 days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.

Sealed proposals will be received by Harborcreek Township, at the Township Municipal Building, 5601 Buffalo Road, Harborcreek, Pennsylvania 16421, until 4:30 p.m., on May 2, 2017, for the lease of the fruit stand, located at 5661 Buffalo Road, being part of the Blanchfield homestead, and, historically, having been operated as a fruit and produce stand, with said lease term to begin May 21, 2017 and terminate November 4, 2017.  The minimum bid amount is $125.00 per week.  Bids will be opened and the successful bidder will be announced at the regular meeting scheduled for Wednesday, May 3, 2017 at 9:00 a.m. at the Township Municipal Building, 5601 Buffalo Road, Harborcreek, PA 16421.  Successful bidder will be obligated to execute a written lease document, a copy of which is available for inspection and review during regular business hours at the Township Municipal Building.  THE TOWNSHIP SPECIFICALLY RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS RECEIVED.

The Proposals must be completed in full on the form provided by the Township titled “Bid Application”, and sealed in an envelope marked with “Request For Proposal To Lease Fruit and Produce Stand at 5661 Buffalo Road.”

Sealed  proposals  will  be  received  by the Townships of Harborcreek, Greene, North East, Amity, Venango, McKean, Girard and Springfield and Edinboro Borough, Erie County, at the Harborcreek Township  municipal  building  located  at  5601  Buffalo Road,  Harborcreek,  PA  16421 until 9:00 a.m. and will be publicly  opened  and  read  aloud on Thursday, April 27, 2017 for the 2017 Bituminous Seal Coat Project, which includes the application of a single bituminous seal coat, polymer modified on various Township roads in Harborcreek, Greene, North East, Amity, Venango, McKean, Girard and Springfield Townships and Edinboro Borough.   The bituminous seal coat must be completed in a single pass (full width) without a longitudinal joint or seam.  Prices for the application of a double seal coat for certain municipalities are also solicited.  Proposals must be upon forms furnished by the Township.  Bid specifications and bid forms for each project may be  obtained for a nonrefundable fee  of $25.00 each  from Harborcreek Township or by calling (814) 899-3171.   Materials must be PennDOT approved.  Bids must be accompanied by a certified check or bid bond in the amount of 10% of the bid  made payable to Harborcreek Township.  The Township reserves the right to reject any and all bids.

The Proposed Budget for the fiscal year 2017 for the Township of Harborcreek, County of Erie, has been prepared and is open for inspection at 5601 Buffalo Road, Harborcreek, PA, beginning Thursday, November 17, 2016.  The Final Budget will be adopted at a meeting of the Board of Supervisors held on December 21, 2016 at 6:00 P.M.

The following is a Summary of the expenditures of the Township General Fund:

Public Safety                             $    188,560

Highways, Roads, Street         $ 1,775,928

Culture and Recreation            $    364,000

Miscellaneous/Insurance         $ 1,334,003

In addition, State Liquid Fuels Fund will expend $634,339 on Highways.  The total proposed Expenditures for the year 2017 are $ 5,226,104.

Penn State Behrend received approval for Trippe Residence Hall which will consist of a 4 story, 251 bed dormitory on their campus.  They received approval on November 16, 2016.

Popeye's Louisiana Kitchen Restaurant land development received approval from the township on September 21, 2016.  The developer anticipates construction to begin in Spring 2017.

Erie Brewing Company has final approval of a new 19,900 sq. ft. brewery/assembly space for beer tasting and special events located at 6008 Knowledge Parkway.  John's Wildwood Pizza will be a tenant in the building.  Construction has already started and expected to being opening its doors soon.

Bates Collision was granted final land development for the proposed new 19,100 sq. ft. collison shop which will be located at 5080 Buffalo Road on March 16, 2016.  A ground breaking is planned for Thursday, March 30th.  Construction will begin!

A new Country Fair Convenience Store and Fuel Pumps Land Development was granted final approval on January 20, 2016.  The new 5,659 sq. ft. store will be located at 5896 Station Road.  Construction is expected to begin Spring 2017.

Harborcreek Township recently acquired 1.56 acres of land adjacent to Shorewood Park along Lake Erie.  The township has been attempting to acquire the property for several years and in September 2011 was awarded 80% of the appraised value of the land ($357,000.00) from the National Scenic Byways Project – with Harborcreek Township responsible for the additional 20%.  While there is certainly limited Lake Erie Shoreline left in Erie County, Harborcreek Township Supervisors agreed to go forward with the purchase of the property to add to the Parks Department inventory.  While final details of the property acquisition were underway, Supervisors applied for an additional grant through the PA Department of Conservation and Natural Resources – Bureau of Recreation and Conservation (DCNR) to supplement the balance to complete closing.  To the delight of the Harborcreek Supervisors in December of 2013, DCNR awarded additional funds in the amount of $88,000.00 to Harborcreek Township.  In essence, the complete acquisition of land along Lake Erie was completely funded through grants – with no direct costs to Harborcreek residents.

It is the intention of the Harborcreek Parks Department to make general cleanup of the newly acquired property this Summer and make it usable to township residents.  In addition, the township plans to continue look for possible grant and funding opportunities to create a Master Site Plan for the future development of Shorewood Park.  In the meantime, please enjoy a new addition to the Harborcreek Parks System.

The Department of Environmental Protection (DEP) has awarded more than $750,000 in annual coastal zone management grants to organizations dedicated to protecting and preserving Pennsylvania’s coastal zones along Lake Erie and the Delaware Estuary.

Harborcreek Township will receive $35,500 of this grant to develop a master site plan for the newly acquired Shorewood Park.

Harborcreek Township is accepting applications for summer help at Whitford Park. Applications can be turned in at the Harborcreek Municipal Building Monday - Friday 8 am to 4:30 pm. Applicants must be available to work Memorial Day thru Labor Day - Sunday through Saturday with hours between 9 am and 9 pm. Duties include mowing, cleaning, monitoring park traffic, customer service, etc. Please, no phone calls.…/employment_application…
