The Proposed Budget for the fiscal year 2018 for the Township of Harborcreek, County of Erie, has been prepared and is open for inspection at 5601 Buffalo Road, Harborcreek, PA, beginning Friday, November 17, 2017.  The Final Budget will be adopted at a meeting of the Board of Supervisors held on December 20, 2017 at 6:00 P.M.

The following is a Summary of the expenditures of the Township General Fund:


General Government                 $ 1,038,719

Public Safety                             $    192,300

Highways, Roads, Street          $ 1,595,941

Culture and Recreation             $    256,500

Miscellaneous/Insurance         $ 1,724,440


In addition, State Liquid Fuels Fund will expend $665,339 on Highways.      The total proposed Expenditures for the year 2018 are $ 5,473,239.

NOTICE IS HEREBY GIVEN that the Harborcreek Township Board of Supervisors will hold public budget sessions at the Harborcreek Township Municipal Building , 5601 Buffalo Road to assemble the 2018 General Fund

Liquid Fuels budgets on the following tentative dates and times:  (Please note that these meeting times and/or dates could possibly change due to schedules or unforeseen circumstances.  Every effort has been made to verify these dates and times for accuracy.)

Joseph McCormick Construction Company has been awarded Paving Project #2.   The project consists of paving Maple Grove Drive and Mountain Laurel Drive.  The work is to commence on Monday August 25, 2017 and be fully completed no later than September 30, 2017.

Harborcreek Township recently acquired 1.56 acres of land adjacent to Shorewood Park along Lake Erie.  The township has been attempting to acquire the property for several years and in September 2011 was awarded 80% of the appraised value of the land ($357,000.00) from the National Scenic Byways Project – with Harborcreek Township responsible for the additional 20%.  While there is certainly limited Lake Erie Shoreline left in Erie County, Harborcreek Township Supervisors agreed to go forward with the purchase of the property to add to the Parks Department inventory.  While final details of the property acquisition were underway, Supervisors applied for an additional grant through the PA Department of Conservation and Natural Resources – Bureau of Recreation and Conservation (DCNR) to supplement the balance to complete closing.  To the delight of the Harborcreek Supervisors in December of 2013, DCNR awarded additional funds in the amount of $88,000.00 to Harborcreek Township.  In essence, the complete acquisition of land along Lake Erie was completely funded through grants – with no direct costs to Harborcreek residents.

It is the intention of the Harborcreek Parks Department to make general cleanup of the newly acquired property this Summer and make it usable to township residents.  In addition, the township plans to continue look for possible grant and funding opportunities to create a Master Site Plan for the future development of Shorewood Park.  In the meantime, please enjoy a new addition to the Harborcreek Parks System.

The Department of Environmental Protection (DEP) has awarded more than $750,000 in annual coastal zone management grants to organizations dedicated to protecting and preserving Pennsylvania’s coastal zones along Lake Erie and the Delaware Estuary.

Harborcreek Township will receive $35,500 of this grant to develop a master site plan for the newly acquired Shorewood Park.

Waste Management Pickup Changes

Cooper Road off of Station Road to Shannon Road - your pickup has been moved from Tuesday to Thursday.

Shannon Road turning into Norcross Road towards Millcreek - your pickup has been moved from Thursday to Wednesday.

These changes are permanent.

Compost is available from the township. The cost is $10 a load for pickup or $25 delivered. Call the township at 899-3171 and ask to speak with Michelle to schedule a time.

We are proud to participate in the "Retire Your Old Glory" program to retire United States of America flags in a dignified and respectful manner.

A "Retire Your Old Glory" bin is located in the back entrance to the Harborcreek Township building and is available during normal business hours.

Penn State Behrend received approval for Trippe Residence Hall which will consist of a 4 story, 251 bed dormitory on their campus.  They received approval on November 16, 2016.

Popeye's Louisiana Kitchen Restaurant land development received approval from the township on September 21, 2016.  The developer anticipates construction to begin in Spring 2017.

Bates Collision was granted final land development for the proposed new 19,100 sq. ft. collison shop which will be located at 5080 Buffalo Road on March 16, 2016.  A ground breaking is planned for Thursday, March 30th.  Construction will begin!

A new Country Fair Convenience Store and Fuel Pumps Land Development was granted final approval on January 20, 2016.  The new 5,659 sq. ft. store will be located at 5896 Station Road.  Construction is expected to begin Spring 2017.
