ADVERTISEMENT FOR BIDS The Supervisors of Harborcreek Township, Erie County, Pennsylvania will receive bids for the Harborcreek Township 2011 Paving Project No. 3 until 6:00 P.M., prevailing time, on Wednesday, May 18, 2011, at the Harborcreek Township Municipal Building, 5601 Buffalo Road, Harborcreek, PA16421, at which time and place all bids will be publicly opened and read aloud.The proposed work will consist of the milling and asphalt paving of approximately 3,570 feet of two lane roadway on Nagle Road between Buffalo Road and Iroquois Avenue and Ebersole Drive.
Contract documents, including drawingsandtechnicalspecifications, may be reviewed at the office of the Harborcreek Township Supervisors.Copies of the contract documents may be obtained by submitting a non-refundabledepositof $25.00to Harborcreek Township for each set of contract documents so obtained or by calling (814) 899-3171.
Addenda, if any, will be issued to only those persons whose name and address are on record with the Owner as having obtained the contract documents.
A Bid Bond in an amount equal to ten percent (10%) of the total of the bid shall be submitted with each bid.A bid submitted without a Bid Bond will be rejected.
The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.
Bids may be held by the Owner for a period not to exceed 60 days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.

ADVERTISEMENT FOR BIDS Sealed proposals will be received by Harborcreek Township, Erie County, at the municipal building located at 5601 Buffalo Road, Harborcreek, PA16421 until 9:00 a.m. and will be publicly opened and read aloud on Wednesday, May 4, 2011 for the 2011 Bituminous Seal Coat Project, which includes the application of a single bituminous seal coat, polymer modified on various Township roads for a total quantity of approximately 102,933 square yards.Proposals must be upon forms furnished by the Township. Bid specifications and bid forms for each project may be obtained for a nonrefundable fee of $25.00 each from Harborcreek Township or by calling (814) 899-3171.Materials must be PennDOT approved.Bids must be accompanied by a certified check or bid bond in the amount of 10% of the bid made payable to Harborcreek Township.The Township reserves the right to reject any and all bids.

GENERAL

Harborcreek's participation in the phone book recycling project has helped raise approx. $1,500.00 for the Second Harvest Food Bank of NW PA by donating around 5000 pounds of old phone books. Thank You to all who brought their phone books here to the Municipal Building to be recycled!

The closing on the old mall is complete. Affordable Senior Housing is the new owner. HC Twp. has received $550,101 for that 18 acres. Affordable appears on track to begin construction of the 120 unit senior apartment building on the eastern 7 and 1/2 acres this spring.

Drop-off your gently used shoes and clothing here at the Municipal Building. Look for the large white Salvation Army - Donation Collection Bin setting outside in front of the building.

Compost is available from the township. The cost is $10 a load for pickup or $25 delivered. Call the township at 899-3171 and ask to speak with Krista to schedule a time.

ROADS
|

The Township anticipates seal coating approximately 120,000 square yards of road surface throughout rural roads in the southern section of the township. Preparation of the road surfaces will occur throughout the spring time.
The Township will be repaving several roads this year. Paving schedules are determined by specific criteria.They include the following:road surface condition, traffic volume, cost of paving project and infrastructure needs.
The following roads are scheduled for repaving in 2011: Boyer Road from E. Lake Rd. to Iroquois Ave. Ebersole Drive from Walbridge Rd. to Iroquois Ave. Cooper Road from Station Rd. to Shannon Rd. Grannery Dr. from Greenlawn Ave. to the Cul-de-sac Holly Dr. from Greenlawn Ave. to the Cul-de-sac
Due to budget constraints the Township will be looking at other roads for repaving consideration. These include but are not limited to Irene Drive from Saltsman Road to Freeman Road and Ridge Parkway from Saltsman Road to Hannon Road.

ZONING
|
Eastway Plaza Upgrade Benderson Development has indicated to the township their desire to make some major improvements to their plaza along Buffalo Road. It is their hope to confirm a major new tennant that will occupy a new building after a large portion of the existing plaza is demolished. No time table has been established.

Behrend College Sports Fields To be located along Station Road, immediatley east of the Junker center parking lot is scheduled for review by the Planning Commission on March 3, 2011. This project will consist of a multi-purpose synthetic turf field with lighting, bleachers, press box and a concession/restroom building.

Affordable Senior Housing This 120 unit senior citizen housing facility will soon be available at the old Harborcreek Mall site at 4400 East Lake Road. The preliminary plans for this project are currently being prepared with hopes of being ready for review by the Planning Commission at their April meeting.

Comprehensive Plan and Zoning Ordinance The Township Supervisors, on March 17, 2010, adopted a new Comprehensive Plan and Zoning Ordinance for Harborcreek Township. This new Zoning Ordinance became effective on March 22, 2010. These documents can be viewed below under Regulations & Ordinances.
