The Harborcreek Township Zoning Hearing Board will assemble on Tuesday, May 15, 2018 at 7:00 PM at the Harborcreek Township Municipal Building, 5601 Buffalo Road, Harborcreek, PA to consider the appeal of:

Appeal No. 2018-4

Kenneth Dias, owner of property at 6467 East Lake Road, County Index No. (27) 20-33-44.02, requesting to reduce the rear yard setback from the required 35 ft. to 8 ft. and side yard setback from the required 10 ft. to 8 ft. for the purpose of constructing a 32 ft. by 60 ft. detached garage. Property is zoned Lakefront.

Appeal No. 2018-5

Dean Ion, owner of property at 2551 Avis Drive, County Index No. (27) 36-126-37, requesting to reduce the rear yard setback from the required 35 ft. to 21 ft. for the purpose of constructing a 30 ft. by 30 ft. detached garage. Property is zoned R-1 Rural Residential.

Appeal No. 2018-6

James Pratt, owner of property at 2789 Schultz Drive, County Index No. (27) 62-135-6, requesting to reduce the front yard setback from the required 35 ft. to 25 ft. for the purpose of constructing a 24 ft. by 24 ft. detached garage. Property is zoned R-2A Residential.

Appeal No. 2018-7

Dale Roth, owner of property at 5735 East Lake Road, County Index No. (27) 20-42-7, requesting to convert a portion of professional office building into a single apartment. Property is zoned Lakefront.

This application can be reviewed at the Harborcreek Township Municipal Building, Zoning Office during regular business hours. All those desiring to do so may come to the hearing and be heard.

Public Notice

The Supervisors of Harborcreek Township, Erie County, Pennsylvania will receive bids for the Harborcreek Township 2018 Paving Project No. 1 until 9:00 A.M., prevailing time, on Wednesday, April 4, 2018, at the Harborcreek Township Municipal Building, 5601 Buffalo Road, Harborcreek, PA 16421, at which time and place all bids will be publicly opened and read aloud. The proposed work will consist of the milling and asphalt paving of approximately 806 feet of two and three lane roadway on Nagle Road. Asphalt paving must be completed in no more than two (2) passes with a single centerline longitudinal joint or seam when feasible.

Contract documents, including drawings and technical specifications, may be reviewed at the office of the Harborcreek Township Supervisors. Copies of the contract documents may be obtained by submitting a non-refundable deposit of $25.00 to Harborcreek Township for each set of contract documents so obtained or by calling (814) 899-3171. Addenda, if any, will be issued to only those persons whose name and address are on record with the Owner as having obtained the contract documents.

A Bid Bond in an amount equal to ten percent (10%) of the total of the bid shall be submitted with each bid. A bid submitted without a Bid Bond will be rejected.

The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.

Bids may be held by the Owner for a period not to exceed 60 days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.

The Proposed Budget for the fiscal year 2018 for the Township of Harborcreek, County of Erie, has been prepared and is open for inspection at 5601 Buffalo Road, Harborcreek, PA, beginning Friday, November 17, 2017.  The Final Budget will be adopted at a meeting of the Board of Supervisors held on December 20, 2017 at 6:00 P.M.

The following is a Summary of the expenditures of the Township General Fund:


General Government                 $ 1,038,719

Public Safety                             $    192,300

Highways, Roads, Street          $ 1,595,941

Culture and Recreation             $    256,500

Miscellaneous/Insurance         $ 1,724,440


In addition, State Liquid Fuels Fund will expend $665,339 on Highways.      The total proposed Expenditures for the year 2018 are $ 5,473,239.

Harborcreek Township recently acquired 1.56 acres of land adjacent to Shorewood Park along Lake Erie.  The township has been attempting to acquire the property for several years and in September 2011 was awarded 80% of the appraised value of the land ($357,000.00) from the National Scenic Byways Project – with Harborcreek Township responsible for the additional 20%.  While there is certainly limited Lake Erie Shoreline left in Erie County, Harborcreek Township Supervisors agreed to go forward with the purchase of the property to add to the Parks Department inventory.  While final details of the property acquisition were underway, Supervisors applied for an additional grant through the PA Department of Conservation and Natural Resources – Bureau of Recreation and Conservation (DCNR) to supplement the balance to complete closing.  To the delight of the Harborcreek Supervisors in December of 2013, DCNR awarded additional funds in the amount of $88,000.00 to Harborcreek Township.  In essence, the complete acquisition of land along Lake Erie was completely funded through grants – with no direct costs to Harborcreek residents.

It is the intention of the Harborcreek Parks Department to make general cleanup of the newly acquired property this Summer and make it usable to township residents.  In addition, the township plans to continue look for possible grant and funding opportunities to create a Master Site Plan for the future development of Shorewood Park.  In the meantime, please enjoy a new addition to the Harborcreek Parks System.

The Department of Environmental Protection (DEP) has awarded more than $750,000 in annual coastal zone management grants to organizations dedicated to protecting and preserving Pennsylvania’s coastal zones along Lake Erie and the Delaware Estuary.

Harborcreek Township will receive $35,500 of this grant to develop a master site plan for the newly acquired Shorewood Park.

East Harbor Primary Care Medical Addition Building received land development approval in December 2017.  The new addition will consists a new area for 8 doctors, imaging center, and physical therapy.  Anticipation construction will begin in the Spring of 2018.

Erie Brewing Company located at 6008 Knowledge Park has been very successful and recognizes the need for more parking for their customers.  They received approval to expand the parking area in 2 phases.  The 1st phase will add 25 more parking spaces, which will be completed this year.  Phase 2 will add an additional 42 parking spaces.

Brevillier Village received land development approval for an addition to Ball Pavilion.  The new 5,024 sq. ft. addition will allow Ball Pavilion to convert double occupancy rooms to single occupancy rooms to their residents.  The approval also included another 1,461 sq. ft. addition for a new physical therapy room.

Bates Collision was granted final land development for the proposed new 19,100 sq. ft. collison shop which will be located at 5080 Buffalo Road on March 16, 2016.  A ground breaking is planned for Thursday, March 30th.  Construction will begin!

Waste Management Pickup Changes

Cooper Road off of Station Road to Shannon Road - your pickup has been moved from Tuesday to Thursday.

Shannon Road turning into Norcross Road towards Millcreek - your pickup has been moved from Thursday to Wednesday.

These changes are permanent.
